There is a administrative division rankings system since the ancient times, and its beginnings can be traced back to Qing and Han Dynasties. The purpose of this established system is to make different personnel arrangements for various circumstances in different regions, and to formulate different policies, in order to better manage the local. This is a system design with full administrative wisdom. As the change of dynasties and the reform of bureaucracy, this system continued to develop and mature, and eventually perfected in Qing Dynasty. It is not only had an important impact on the bureaucratic system in Qing Dynasty, but also played a significant role in the regional development of Qing Dynasty.In addition to the introduction and the conclusion, the main body of this article is composed of five parts: First of all, “Concept Definition”, the frist section describes the concrete meaning of the administrative division rankings system, as well as the difference between it and its similar terms; Secondly, the second section is "the evolution of the local administrative division rankings system before Qing Dynasty", respectively, describes the generation and evolution of the administrative division rankings system in "Qin and Han dynasties to Song and Yuan dynasties " and "Ming Dynasty", as well as their impact on Qing Dynasty; The third section and the fourth section are focus on describing the formation and improvement of the local administrative division system in Qing Dynasty, as well as the local bureaucracy under the division rankings system; and finally evaluate the local rankings system in Qing Dynasty.
