Studies On Safeguard Measures Of Trade In Services Under The RTA

With World Trade Organizations stagnant, and Regional Trade Agreements(RTAs) rapidly proliferating, international trade relations are shifting markedly toward bilateralism. With developed countries’leading effort, the wave of promoting the liberalization of trade in service through regional trade agreements has begun in the world. Along with the development of service trade under the RTAs, in the field of service trade safeguard measures have become one of the important contents of all countries negotiating and signing of a regional trade agreement.This paper mainly discusses under the RTA service trade safeguard measures according to different scope of application and the safeguard measures showed different kinds, and sums up the RTA service trade safeguard measures under the three characteristics, on this basis, summed up the regional trade agreement of the member countries in the field of trade in services started the conditions of the safeguard measures, in the future, under the regional trade agreements China signed with other countries, how to implement safeguard measures to provide reference in the field of trade in services. Finally, the paper discusses China’s participation in under the RTA improvement of the service trade safeguard measures, the first analysis of China’s participation in RTA service trade safeguard measures are three questions:One is in China with other countries signed the regional trade agreement, regulations on safeguard measures are divided into three categories; The second stage is the regional trade agreement was signed in China, the lack of related standards of safeguard measures in the field of trade in services; A third is the regional trade agreement signed in China, from how to use the service products from Hong Kong and Macao safeguard measures lack of clear rules. According to the problems of three the author puts forward some Suggestions to perfect the RTA service trade safeguard measures:Discretion under the RTA service trade safeguard measures and trade in services under the WTO safeguard measures of potential conflict; Try to clear implementation safeguard measures in the field of service trade related standards; For service products from Hong Kong and Macao, mainland China should formulate specific implementation safeguard measures.
