Formally established in 1979, paring assistance gradually covered economic, cadres, education, health, construction, post disaster recovery and many other areas of economic and social area. Support and cooperation in the field of economy is always the core. This unique intergovernmental interaction model in the past thirty years evolved various development paths. From a practical point of view, there are three cooperation transformation of paring assistance, namely enhanced support, gradual transition to paring cooperation and leap forward cooperation.In the paring condition set by the central government, local governments can only choose to support or to cooperate. Motivation and ability become the basic conditions of cooperation. Analysis shows that, local governments which realized transformation to paring cooperation have a higher level of motivation and ability. Because of its special political and social environment, Xinjiang, Tibet and Qinghai Tibetan areas may maintain long-term paring assistance, apart from these areas, other combined government in paring assistance and paring aid will go on paring cooperation road in the near future. In the process of transformation, local governments becomes more equal, central and local government executive potential difference gradually reduced, the market influence becomes stronger than the government. Finally, paring assistance will not only transfer to paring cooperation, also will be transformed into free regional cooperation. For the present paring assistance, cooperation future requires all governments to improve the recipient government’s cooperation ability as soon as possible.
