The Study On Local Government Response Mechanism

Government response means that the government should make a timely response to the demands of people and their opinions; it also means that the government should actively take measures to solve the problem. Government response mechanism is a series of measures and organizational system formulated during public management process, which is aimed to make a positive response issues raised by the public and the needs of their community.Its essence is to increase the government’s responsiveness.In recent years, mass disturbances arose frequently all over the country, which has a strong relationship to the fact that the government can’t response to the demands of public timely and effectively.How to improve the ability of government to response and improve the existing response mechanism so that the public and the governments can achieve positive interaction has become an important subject.As the local government is the window thatfacingthe public demands, building its response mechanism is particularly urgent,this paper selected the topic is originated from the background.This paper is based on the political system theory, new public service theory, good governance theory, uses Pudong New District Shanghai as a case to study the local government response mechanism. On the basis of the case, it analyzes the operation plight of local government response mechanism and its causes. This paper argues that inadequate awareness to response, lag administrative system environment, the lack of public participation have affected the operation of local government response mechanism. This requiresreshape civil servants’ concept, change the institutional environment and strengthen public participation, only in this way, can local government response and its mechanism lasting a longer time.This paper is divided into five parts.The first part analyzes the topic selection, literature review, study idea.The second part is a theoretical analysis of the local government’s response and its response mechanism,which constructed a theoretical framework for the analysis below.The third part chooses Pudongas a case to analyze thelocal government response mechanism.The fourthpart discusses the operation plight of local government response mechanism and its causes.The fifth part givessome suggestions to improve the local government response mechanism.
