With the rapid development of economy in our society, more and more moral problems has been demonstrated. The social moral situation is of worrying and constitutes the category of moral cost in social cost theory. It is one of the negative products of the social development, and exhibits the spiritual civilization disorder of our society. Researches mainly focuses on fields including allocation of rights, market economy, perfecting humanity, cultural construction, ecological civilization and so on. Penetrating into the causes of moral cost is the important prerequisite that treating moral cost dialectically and finding out reasonable restrain measures. The causes of moral cost contains two main reasons. One comes to the internal reasons, including individuality and groupment factors. While the former relates to human nature such as greed and selfish, the latter lies in the need and desire of an interest group. The other goes to the external reasons, mainly containing three aspects of social transformation process. They are the transitions of agriculture society to industrial society, closed society to open society,and traditional rural society to modern towns. Based on the theory of social cost in Marxism, this article tries to propose reasonable ways for restraining moral cost in aspects of internal and external. One lies in the internal way, referring to personal moral forming that adjusting the relationship with other people and society. The other comes to the external ways, meaning that promoting the development of social morality building, such as persistent improvement of socialist market economy, urging the melange of traditional culture and modern civilization, and upgrading the place of ecological civilization, for the purpose of restraining moral cost of the whole society.
