Since the reform and opening up, a series of policies for the development of economy and the release of the amazing power, in a short span of 30 years, China’s rapid economic growth, the total ranks second in the world. As the special agency of province, city level of government, National high-tech industrial development zones has benefited from the opening and reform policy dividends, greatly boosted the local economic development. Nanning high-tech industrial zone as the first state-level high-tech zones, the capital of Nanning and Guangxi’s economic and social development has played a good demonstration effect to promote. But with the rapid development of economic and social management, in Nanning high-tech zone is still relatively backward, the flow of population expansion, public infrastructure supply, land acquisition conflicts intensified, the gap between urban and rural development the great effect of social security and stability. In the new period of the reform of the economic system, marketization and decentralization is more prominent, the various elements in the interaction more closely, the optimization of the social management organization structure of Nanning high-tech Zone, to promote social harmony and progress has an important impact on business.This study of domestic and foreign high-tech zone (Park) based on the related literature, the literature research, empirical research, qualitative analysis and other methods, the structure of social management of Nanning high-tech zone to carry on the analysis, found that the social management of National high-tech industrial development zones with comprehensive function strengthens day by day, the social development situation, unique social management the urgent request, the radiation surrounding the powerful particularity and importance, and summarizes the current our country high tech Zone four typical social management organization structure model. On this basis, combined with the actual Nanning high-tech zone, through the analysis of the organizational structure, points out the existing problems and challenges, the author argues that the implementation of diversification of the reform of management subject, management range to the flat transformation, and puts forward the transformation of the service management, re defining of government functions, encourage social forces to participate in social management, improving the organizational structure to realize the function of safeguard measures and countermeasures.
