Britain and America used the performance management to reform the government earliestly. It help those coutries solved trust crisis and crisis management which caused by the low efficiency, overstaffed organization and the waste of resources. After China’s reform and opening up, especially the establishment of the socialist market economy and citizen consciousness of the masses promoting, all of these require the government to provide better public services. Therefore, from the beginning of twentieth Century 90 years, some of our local governments have started to explore the performance management。Among them, Shenzhen city began to explore and implement government performance management from 2007, and It is in a leading position in the country through years of practice accumulating. In the background of Shenzhen have carried out the government performance management comprehensiveand effective, the street how to effectively carry out the performance management has become urgent to solve the problem,which will further change the functions of government and improve administrative efficiency.This thesis chooses performance management about F Street which is very representative in Shenzhen city to carry out research.This article mainly uses the literature analysis, survey research method and inductive analysis method to study, and it according to the logical structure to write which proposes the question firstly,and then analyzes the problem,finally solves the problem. First of all, the article has analysed these concepts about the performance, performance management and government performance management, and aslo has summerized the government performance management theories,which lay a good foundation for subsequent research on specific issues.Secondly, this article has analysed the government performance management development and characteristics at home and abroad. It introduces the history of government performance management development in Britain and America, and aslo summarizes the experience for reference. In addition, it further analyzes the domestic practice of government performance management, sorting out the universal problems existing in the performance management of our country. The third part, this article puts forward and analyzes the existing problems of performance management about F street, which based on describing the current situation of performance management about F street. There are many problems in F street. Such as the object appraisal without classification, scientific assessment targets set to participate in the assessment, evaluation index setting up unscientific, valuator single, the evaluation results using unreasonable, performance supervision is not effectively carried out, the performance feedback and communication becomes a mere formality, the low utilization rate of performance management information system. The above problems caused the performance management of F street did not play a role fully. Finally, this article puts forward the countermeasures to optimize the performance management of F street, basing on the comprehensive analysis of these problems. These measures include improving the government and the public awareness of government performance management; Perfecting performance evaluation system by selecting effective evaluation methods and using the Balanced Scorecard theory to construct the scientific and reasonable index system and introducing multi evaluators; Improving the performance supervision and feedback system through implementing the performance inspection and interview system effectively; Implementing informatization about performance management by improving the utilization rate of performance management information system and so on.
