In recent years, our country’s increasing emergencies of sudden events such as earthquake, ice disaster, flood, ice and mass incidents, not only threaten people’s life and property severely, but also cause significant damage to economic development of our country. As to this, the government has enacted many a related policy and regulation, as well as a large number of energy in terms of manpower and material resources. However, it is not enough to rely on the single government owing to the characteristics of emergencies, say paroxysmal and urgency. Therefore, non-governmental organizations are expected which come from the public and work for the public interest. In a large extent, their effective participation can alleviate the pressure on the government from responding to emergencies.The research, on NGOs’participation in dealing with emergencies, is based on the government/market seasonal theory, the theory of civil society, public governance theory and the like, and is preconditioned by its practical significance, including integrating the material resources, mobilizing the resource power and strengthening the communication between government and society.Various participation forms of NGOs in coding with emergencies, like providing a fundraising platform, volunteer salvage, expert decision-making consultation and media dissemination service, bring advantages on one hand, but problems on the other hand:lack of independence and subjective initiative, being easy to be emotional and blind participation, information sharing untimely then the appearance of chaos, lack of legal consciousness then being easily used by the criminals.These problems mainly come from two aspects, say the non-governmental organization itself nature characteristics and the external factor. Particularly, there are five main reasons just as the following:the professional quality of NGOs to respond to emergencies is not high and the corresponding technical level is low; personal character is strong but lacking of organization and management; there being various barriers between organizations and information sharing difficulties; for scattered organization and personnel scrambling, there could be criminals infiltration; NGOs credibility is not strong, the low social recognition, etc.Therefore, on the basis of theoretical knowledge and practical cases, this article puts forward the following countermeasures from the perspective of the government:firstly, to reinforce the correct guidance to NGOs; secondly, to strengthen the supervision and management; to improve the information communication with NGOs; to innovate the approaches of non-governmental organizations in the emergency mode. In short, in order to code with emergencies more effectively, it is wise to take the advantages of NGOs and avoid its negative influence as possible as we can.
