The Research For The Dilemma Of Olguya Reindeer-breeding Ewenki Peoples’ Ecological Immigration

In virgin forests of the greater khingan mountains of northern frontier of China, there is a mysterious tribe living on hunting and herding reindeer——Olguya Reindeer-breeding Ewenki People. They are the famous "reindeer-breeding tribe" in the history and the "Yakut" branch of ewenki people. Ewenki people follow reindeer and live in the thick forest from generation to generation. They never left the mountains until Olguya ecological immigration project that was implemented in 2003.They settle down in SanCheJian area of western outskirts of the Genhe city and live a modern urban life.Olguya ecological immigration project is a great project with hundreds of billions of investment for improving the living condition of reindeer-breeding ewenki people. But it is unexpected that the good-intention arrangement of the country doesn’t achieve the desired effect, and it caused the discontent and complain of reindeer-breeding ewenki people. It is worthy of our thinking why reindeer-breeding ewenki people enjoy so many preferential policies of the country and government, but the problems we are facing become more and more. Starting from the problem, through teasing the implementation process and result of Olguya ecological immigration project, this paper tries to reveal the reason why ecological immigration project of the country for improving the living condition of reindeer-breeding ewenki people gets into trouble. At the same time, through the analysis of the trouble of Olguya ecological immigration, we can have further reflection on the actual effect of the country’s policies for promoting the development of ethnic minority since the founding of the country and then puts forward suggestions and countermeasures for solving the trouble of the country’s policies for developing ethnic minority.In the process of analysis, from the perspective of "minority development of national planning", this article carefully observes the influence of Olguya ecological immigration on the production, life and development of local economy of reindeer-breeding ewenki people and at the same time, it studies the rebound of the policy of Olguya ecological immigration. The basic conclusion of this article is that after all Olguya ecological immigration gets into trouble because the country, who is influenced by extreme modern socialism faith, transforms backward life of reindeer-breeding ewenki people according to their own unilateral willing. This transformation process is simple and mandatory, lack of the participation of eindeer-breeding ewenki people and out of the production and life of eindeer-breeding ewenki people, so that eindeer-breeding ewenki people reject and resist it. This article think that Olguya ecological immigration project provides us a research case for studying the national policy of ethnic minority development. The policy of minority development must be formulated and implemented with more respect for the development subject, and comes into an agreement by more communications to avoid estrangement and violence of the ethnic minority resulting from the good-intention policy arrangement of the country.
