The Study Of CPC’s Common Prosperity Policy Since The Foundation Of PRC

The CPC’s common prosperity policy is the practical reflection and creative application that CPC has made since the foundation of PRC to realize the goal of common prosperity and solve different problems in different historical time, according to the ideology of common prosperity in scientific socialism. This policy is also the fundamental principle on which the formulation and implementation of the common prosperity policy are based in the social construction of our country.The academic world usually considers that the study of common prosperity policy belongs to the ideology of common prosperity and doesn’t recognize the difference between the former and the theoretical argumentation of the latter which makes the study function as a guiding principle instead of a practice. So the common prosperity policy needs to be extracted from the theoretical argumentation and its theoretical origin, its developing course, its values and ideas and its characteristics need to be further explored so that its practical function in solving the problem of common prosperity in our country can be achieved.Starting from analysis the theoretical origin of CPC’s common prosperity policy since the foundation of PRC, this paper takes relevant studying approval to trace the developing course and values and ideas of CPC’s common prosperity policy. It includes four parts:The first part discusses and defines the concept and connotation of CPC’s common prosperity policy by using the approach of conceptual analysis. CPC’s common prosperity policy, as a policy-type expression of the ideology of common prosperity, refers to the overall policy-type claims, aiming at solving the problem of common prosperity. It’s the fruit born in the combination of theory and practice that are based on the process in which our party use Marx and Engels’ s ideology of common prosperity in solving the practical problems of our country. It contains two aspects: one is the party’s theoretical reflection on the problem of common prosperity, which is the party’s theoretical ideas about the common prosperity in our country and has the quality of generalization and universality. The other is the party’s practical reflection on how to realize the practical problem of common prosperity in our country, which is the party’s practical policies on common prosperity and has the quality of pertinence and principle.The second part discusses the developing course of the party’s common prosperity policy since the foundation of PRC by using the approach of historical study. It can be divided into five historical stages: the first stage is the party’s common prosperity in the early years of PRC. The second is that in the period of comprehensively construct socialism. The third is that in the Cultural Revolution. The forth is that at the beginning of the years of reform and opening-up. The fifth is that since the years in the 21 century. This part, according to different stage, investigates and explores the party’s common prosperity policy in order to have an overall understanding of the party’s common prosperity policy since the foundation of PRC.By using the approach of historical philosophy, the third part explores and summarizes the policy’s values and ideas in such aspects as economy, politics, society, culture and education and its fundamental features like mission of protecting people’s interests, the political nature of consistence, the practicality of persistence, expansibility of creative efforts and continuity of perseverance. The exploration of the values and ideas and basic features of the party’s common prosperity policy will help people have a better understanding of the policy.By using the assessment method of policy sciences, part four have a historical assessment on the party’s common prosperity policy since the foundation of PRC in terms of responsiveness and appropriateness. The historical assessment of the party’s common prosperity policy helps to summarize the historical experience and henceforth, better solve the problems in reality. Seeing from the developing course from the early years of PRC when the party led people to move towards the road of common prosperity to the years in 21 century, we find it essential to strengthen scientifically and especially to improve the scientific and rational thinking in pursuing the goal of common prosperity and solving the policy-related problems. The goal of common prosperity has not been achieved, so we should go on pushing forward the policy and it is necessary that we should go on our study in practice.
