Study On China’s Governance Problems Of Villages In Town And Countermeasures

Urbanization of China is a long-term plan of economic development, due to historical reasons, and China’s specific national conditions, the process of urbanization will be difficult to avoid "Villages" phenomenon. As continuous urbanization and expanding of scale of city, migration to cities, villages in town lead to many issues, whether the villages achieve the governance effectively, becoming an important factor the development of the city.Superficially, villages in town located in the border junction of urban and rural, and it has many problems, such as confusion layout, internal crowded narrow, pollution, lack of public facilities. But from the inside, villages provides a fresh blood for urban development and also provide shelter for migrant workers, and give the citizens fighting spirit of fighting and innovation. If the government would achieved governance effectively, not only can solve many social problems currently exist in villages in town, but also provides us continued momentum for the city development.This thesis will discuss from the perspective of four different theories, and it will explore many problem of village in town, and proposed the appropriate countermeasures. First of all, Based on the dual structure theory, the thesis will analyze the rural household registration system, and two dual land system, dual management issues. Proposed advice of urban and rural household registration, countermeasures of improving the management of urban and rural land policy and unified response. Secondly, Based on the theory of rent, the thesis consider there are some problems in village in town, such as land ownership, efficiency land using, land marketing, and suggested that it should improve land ownership, improve land use efficiency and improve the land marketing. Thirdly, From the public governance theory, the thesis found out the issues is that lack of internal community governance, unreasonable planning, traditional village governance system problems reach some proposal that elite driven the community governance, overall planning, establishing a network governance structure. Fourthly, analyze from sociological theories of social exclusion, residents of villages in town is lacking citizen identity, marginalization and helplessness hazards, make proposal that promoting cultural integration, focusing on the excluded crowd, establishing social security unrelated with household registration.
