With the development of technology, sustainable social progress, and the greatrejuvenation of Chinese dream, highly effective government is urgently demanded. Therefore,service-oriented government, which complies with the trend of times, comes intobeing.Service-oriented government is the target of administrative reform.It requests thegovernment to achieve the national prosperity and improve people’s happiness index. Besides,the service-oriented government should implement the purpose of severing the people, to solvepractical problems, and provide public services of high quality. Building service-orientedgovernment relies on capable civil servants. Grass-root civil servants directly contact themasses, they are the executor of the laws and regulations. Their capacity and quality areclosely related to the image of government, so building an efficient team of grass-root civilservants is an important measure to establish service-oriented government. Currently, thetraining of civil servants has obtained some achievements. However, the training is still in itsinfancy, there are many problems and shortcomings. Therefore, the research of article hasimportant significance.By the example of the grass-root civil servants from business administration system, theauthor described the status from the aspects of the system, agency, content and form oftraining.Then, it found out some problems, such as the imperfect training system, lack ofrequirement analysis, not specific contents, single method. The reasons for the problemsincluded the underdevelopment management system, delayed concept, defective evaluationsystem, inadequate incentives. Through comparing the training from the perspective ofservice-oriented government with the traditional one, the author raises the new claim.Besides, by researching foreign civil servants, the author summarized the advanced training conceptsand methods Finally, the author presented feasible suggestions, which involve the sections ofsystem, agency and trainers, to promote the training of grass-root civil servants and contributeto the service-oriented government.
