Study Of Food Safety Governance In China Under The Public Governance Perspective-Diary Industry

With the development of national economy, people’s income level increased a lot, at the same time, people are putting forward higher requirements on life quality. At present, our country have generally solved the problem of food and clothing, and the shortage supply of food have been ended and come into a stable and sufficient status, can basically meet with the people’s demand of life. However, the frequent food safety accidents happened in recent years told the world that the food we are eating is not safe in severe sacrifice. What especially surprised and distressed people is the event of SanLu Milk Powder in2008,100,000infants and young children were poisoned by melamine. Under this background, study how to govern the food safety in China is imminent."Eat safe and ease" plays an important part of national security, affecting not only people healthy, but also the country safety. It would be catastrophic to a country and nation if food safety is not guaranteed. In21st century, food safety issue is increasing everywhere and become a serious public health problem in global."Eating" received much more widespread attention than ever before. From the theoretical perspective, based on public governance theory, to emphasize social supervision is as important as to rectify market and government failure. As a new power of governance, there are main parts of social supervision, including industry association, news media and customer. And to study how to solve the food safety problem in consideration of social supervision is a innovation of this article, as previously, the study only focused on market and government.This article contained5parts.The first part is the introduction. Discussed the background and significance of this article, the foreign and domestic research review, the research methods and content structure and the potential innovation of the research and its practical application.The second part is the analysis of the theory. Given a definition of food safety, then analyzed systematically the theory basis of the research, finally analyzed the necessity of the public food safety control (including the importance of food safety, complexity of the food safety issues, internal relationship of food safety and public governance), establishing the theoretical support for followed countermeasure analysis.The third part is to study the status and problems of domestic food safety. Taking specific study in diary industry which had frequent safety problems in recent years, and analyzed the quality and safety problem existed and its social impacts and causes. As to market failure, enterprise lack of social responsibility, asymmetric market information, and incompatible benefit mechanism. As to government failure, confused mandate of supervision organization, hysteresis of laws and regulations standard system, defective food safety alert system and immature official responsibility mechanism. As to society, insufficient trade association, inadequate news media supervision, and consumers lack of participation.The fourth part gives the food safety governance experience of American, Japan and Canada and learns to reform the supervision system of food safety, to complete related law and regulation and criteria, establish the alert system based on venture analysis, and to emphasis social participation and ensure the information transparency.The fifth part introduces how to find the right way to do domestic food safety governance under public governance perspective. Base on the overall goals and hypothetical framework of the public governance to put forward solutions from three aspects, including market, government and society. Special attention need to be paid to social supervision to quickly solve the food safety problem in our country to help establish the harmonious society.
