Civil servant system as a product of the capitalist revolution is the modern form of development of personnel management system, is a scientific management system of personnel administration. At the same time, as a part of the national political system, its strengths and weaknesses will directly determine whether the ability of the administration of government fully develop, decide whether government’s functions can be realized. The civil servant law of the People’s Republic of China, which enacted on April27th,2005, act a separate chapter to provide specific contents relating to the civil servant’s recruiting and appointing system, it can be described as an important milestones of the personnel administration system’s reform in China. Subsequently, many local government started to conduct pilot work of the civil servant’s recruiting and appointing system under the Law. In implementation process, some places achieved initial results and experiences, but it is more notable that many aspects has a lot problem. Therefore, while basing on the current situation, this article will draw on the basic experience of the reform of civil servant’s recruiting and appointing system of contemporary western, and put forward some countermeasures to develop and perfect the civil servant’s recruiting and appointing system.This aricle is divided into six parts. The first part is an introduction to expound the article-related content, including the background, literature review, research approaches and methods, etc. The second part is an overview. First of all, it will introduce the connotation and characteristic of the civil servant’s recruiting and appointing system. Secondly, based on comparing and analyzing related concepts, implementing the theory logical basis of the civil servant’s recruiting and appointing system in China. Finally, analyzing the positive meaning of the civil servant’s recruiting and appointing system in China. The third part will make a simple combo for the development of China’s civil servant’s recruiting and appointing system, also introduce experimental unit of the civil servant’s recruiting and appointing system all over the country, and sum up the problems in the trial process. The fourth part mainly research on our country should learn some experience and enlightenment from the reform of the civil servant’s recruiting and appointing system in the Western Countries under the background of new public management. The fifth part will aim at the existing problem of the reform of China’s civil servant’s recruiting and appointing system connecting to the reform experience of western countries and propose comprehensive countermeasures. The sixth part is epilogue.
