And now the lawsnot allow all the informations about company annual return to be opened，people cannotresearch these informations easily which is not good for transaction safety and efficiency.Theideal and simple of publishments cause the waste of social and administrative resource. thecompany of suspended license can not recover conditional license quickly because of norapid relief mechanism. All these problems need the company annual inspection to bereformed.First, the functions of annual inspection should be redefined, the annual inspectionof the company’s main role is not to control, but rather to provide the public information of alot of companies which achieve transaction security and efficiency,according to this reason,current annual inspection system should be changed to annual report system,theAdministration for Industry and Commerce is only responsible for the collection but notfor review. Second, legislation should specify the annual report disclosure, to achieve resourcesharing. The third, By advocating the company’s social responsibility, through perfecting therelated credit system, through the establishment of filing a false report material behaviorof civil, administrative and criminal responsibility system to ensure that the submittedinformation as real as possible.The fourth, redesigning punishment measures andprocedures of the overdue report and undeclared annual report of the company,sothat both can achieve the legal deterrent effect and efficient law enforcement.And the last,designing rapid relief mechanism so that the qualified company can recover with asuspended license quickly to avoid greater losses.This paper is divided into four parts. The first part, according to the research of thecompany annual inspection situation in Suining Administration For Industry and Commerce since2006, summarizes the plight of the current annual inspection.The second part analyses the causes of the plight.The third part presents how to reform the existing company annual inspection work and let it adapt the economic development.The fourth part is the conclusion.
