In recent years, with the deepening of reform and opening-up, great changeshave taken place in the social and economic structure of our country; besides, people’ssocial life style and values have gradually changed; besides, many socialcontradictions began to appear in all aspects of society,which led to various massevents. According to the relevant reports,"mass events" have taken place throughoutthe whole country. The social development in China is facing great difficulties andfactors which are not conducive to the stability of the society. Such as the currentChina’s interest distribution, university students’ employment, rural social change andso on. These problems will inevitably cause social contradictions. According tostatistics, there are tens of thousands of mass events happen in China every year,which is very striking. The causes of these events involve many aspects includingillegal land expropriations, environmental pollution resulted from the continuousdevelopment of industrial society, and labor dispute. So far, most of the mass eventsin our country are caused by the illegal land expropriations, of which more than halfof mass incidents triggered because of land expropriation. With the speeding up of theurban economy, the government pays much attention to the rural areas. Manyindustrial, construction and highway appeared in the countryside along with theaccelerating rural development. So, the demand for rural land was increasing, whichnecessarily led to the large collection of rural land. The rural land was collected by thelocal government. However, farmers were not satisfied with low compensation andthe compensation which was not in place in time. Thus the contradiction of therelationship of rural masses grown gradually, which was mainly because of the usingof compensation fees and placement subsidies in the process of the government’smanagement. As a result, farmers began to mistrust their control Gross-rootsgovernment, and their relationship became seriously nervous that many mass eventshappened. It not only does great harm to people’s life and the development of thesociety, but also makes the legitimacy of the government position shaken. Therefore,how to effectively avoid and solve the mass events is the primary task of the currentgovernment.As a frontier theory in the study of sociology, social capital theory has been applied to many disciplines such as economics, politics. At the same time, it has alsobeen widely utilized in the administrative system, community construction, ruralconstruction, and many other fields. This paper tries to treat the mass events causedby land expropriation as land expropriation-based mass events. Moreover, this articleanalyzes the land expropriation-based mass events comprehensively andsystematically in the view of social capital theory. At the same time, the author tries toput forward measures from the perspective of local governments to evade the landexpropriation-based mass events. As a means of analysis, social capital is not onlybeneficial to arouse people’s emphasis on the political and economic factors, but alsohelpful for people to focus on social relations, social norms and social trust whichhidden in the social structure from a deeper theoretical level.This article is divided into six parts. Part one is a brief introduction of theresearch background and relevant research theories. Part two puts forward the relevanttheory and definitions of social capital and mass events based on discussion of variouscurrent theories. Part three analyzes the land expropriation-based mass events inChina and causes. Part four analyzes the reasons of current land expropriation-basedmass events by combining social capital. Part five presents a typical case of successfulsocial capital operation,"the Wukan incident", especially for its influence andimplication. Part six puts forward the concrete measures for local governments toavoid such events. As last, systematic conclusion and several defects are summarized.
