With the rapid development of China’s economy,.our society gradually have developed into the environment sensitive period, more and more inhabitants protest events happened due to the environmental pollution or large chemical project.During the two sessions of2014, our eastern region appeared in a wide range of haze phenomenon, these have aroused public higher attention on air quality and the environment.According to the statistics, the environmental group events have increased by an average rate of29percent, and it is more complicated than the other group events.Moreover, the ultimate solution is often the local government, in order to calm the situation as soon as possible, hastily announced enterprises suspend production for rectification, additional investment in environmental pollution control, cessation or cancellation of projects under construction, these policies have not only interfered the normal operation of the enterprise decision-making and damagedthe corporate image, in addition, they have seriously affected the local government to provide a stable institutional environment policy expectations and reputation.On the other hand, After the reform and opening up, economic conditions of residents increased significantly, while people meet the material conditions, they also have improved the spiritual level requirements, especially on the side of living environment, people gradually pursue the high-level, high standard, and forthese chemical projects potentiallymay cause the environmental pollution, crisis the health of residents, the residents is strongly opposed.Meanwhile, the current legal awareness of urban and rural residents have improved, they generally enhance their ability to safeguard the interests of improving the environment, they become more protest the surrounding chemical production may induce environmental pollution problems.In recent years, more and more unexpected emergencies according to environmental disturb have happened in our country, these events have caused more and more attention.This article will focus on the relevant environmental pollution caused by the tripartite interest group events, namely the surrounding residents, chemical companies and local governments, and analyze the behavior of the three parties decision-making, build relationships between the three models, then analyzes the variables, such as the chemical industry pollution inputs, production inputs, government’s compensation to surrounding residents and tax policies.This article has built sequential game and simultaneous game between chemical companies and local residents, and also has built a bargaining model between residents and the local government, and bi-level programming model for local government and chemical companies to explore and solve these problems.The main innovations of this paper include the following aspects:Firstly, this article will considerproduction input as an important factor between corporate social responsibility and environmental pollution model. This will help the game for the chemical industry more comprehensive. Secondly, this article will use bargain model to confirm the compensation of residents. This will make the influencing factors more explicit and clear.Thirdly, this paper explores the impact of tax policy during the environmental pollution emergencies.And the specific research works of this paper include the following aspects:Firstly, the paper builds decision-making optimal model of enterprise pollution treatment, production investment and inhabitants protest under the framework of simultaneous game and sequential game based on the Zhuang and Bier papers. Meanwhile comparing these two models and analyze the results of the models.Secondly, buildinga bargaining model between the surrounding residents and local government according to Moulin (1984) definition of Kalai-Smorodinsky bargaining solutions, discussing the problem about complements between the government departments and residents, finally, analyzing the results.Thirdly, based on the previous chapters’suppose, assumed to explore the relationship between the chemical companies and the local government. In order to solve these problems, we build a bi-level programming model Assuming that the government departmentsmainly through tax policy to control pollution inputs of chemical companies.
