In the first session of the Twelfth National People’s Congress Chairman Xi Jingpingexplicitly pointed out, should build the service-oriented government, responsible government,legal government, and clean government, at the same time, should establish moral relationshipbetween government staff and the public, ensure government agencies to provide services forthe community. Since ancient times, Chinese dynasties have been put Official virtue in anprimary position of administer state affairs well and ensure national security. History hasproved repeatedly, Official virtue plays an important role in the prosperity of political power.Officials ‘management directly influence the rise or fall of the country. Nowadays, the"official virtue construction" also has the practical significance and value. It is still importantto strengthen the construction of the public servants’ moral administration.This paper conducts research on the public servants work ethics, analyzes theadvantages and disadvantages of existing civil servant administrative morality construction inour country. On the basis of previous studies, this paper draw lessons from the successfulexperience of the ICAC in Hong Kong to explore the application and practice of moralconstruction of civil servants in mainland China. This paper has following three objectives: tostrengthen the construction of administrative ethics of civil servants, to uphold the occupationethics, and to better serve the people. The essay is divided into three parts:The first part: the significance of the public servants work ethics construction.Through defining public servants work ethics and exploring the importance of public servantswork ethics construction, this part illustrates the significance of administrative ethicsconstruction of civil servants in the country. China is known as the “officials as rolemodel”mental habit,“officials are like the wind, normal persons are like grass, normal persons’ethics prospers if officials’ ethic thrives.” Wind blows grass with their superiors, so does theOfficial virtue and the public virtue. Public servants have the power the people had bestowedon them. They represent the party and government, and their behaviors have demonstrationeffects and lead the masses. The development of civil servants’ virtue has the significant influence on leading development direction of the whole society’s morality; at the same time,improve the social vigor and the moral atmosphere.The second part: analysis of the current situation of administrative ethics constructionof civil servants, and takes Zhoukou city as example for further analysis of current situation ofadministrative ethics and the problems faced currently. On the one hand, with the influencesocialist market economy, in order to adapting to the development of market economy,promoting social progress and civilization, civil servants generated a series of new concepts:equality, democracy, legality, competition, efficiency, Those consciousness has significantlyenhanced and improved. On the other hand, there are many problems still exist in the civilservants work ethics, such as civil servants corruption, administrative power abuse and pursuetheir own interests through various means.The third part: Strengthen the construction of administrative ethics of civil servants.Draw lessons from the successful experience of the ICAC in Hong Kong, this part exploreways to improve the administrative ethics construction of civil servants.
