Large-scale emergencies is not only unexpected, uncertain, hazardous, but also a large number of the disaster area, the affected population, affected points, material demand, and supply shortages, time constraints. All of this will give emergency management a huge challenge. Emergency supplies of natural disasters under the pre-reserve is one of the mechanisms to improve emergency response. When disaster strikes, the government will transport emergency resource from emergency reserve point to disaster points to meet the needs of rescue activities at the first time.In this paper, the background is large-scale emergency response logistics. The main study contain pre-disaster preparedness and disaster prevention allocation, including emergency strategic facilities location problem, resource reserve problem of each facilities, and resource multi-point flow problem allocating available supplies to the specific needs in each scenario. The main context is described as follows:(1)This paper regards emergency logistics network as complex network. By the introduction of the topological vulnerability analysis, nodes and connections are on the vulnerability analysis under normal logistics. Which node or connection failure will affect large to the network is the key of vulnerability analysis model. Using complex statistical description of the network nodes, indicators measure the importance of nodes. Then Select from the different indicators to the effectiveness of the indicators of vulnerability as the indicators of the node. Connection through the connection outage probability and average path length of the interruption of the network effect is defined as a connection vulnerability analysis.(2)The main portion of this paper is study of emergency material storage sites and their corresponding optimal resource reserves, and post-disaster emergency response resource allocation problem. By scenario analysis linking before-disaster and after-disaster, using mathematical programming method set up model of location of emergency supplies and resource allocation. In the model, proposed structural fragility of the node and connection is apply to assign weights. In the model of location and distribution, the high vulnerability of the affected points is improved coverage levels, and routes of vulnerability is reduced the high number of transport materials. On this basis, a multi-objective optimization model is established.(3)By the model into a two-stage programming model and multi-objective fuzzy processing method to transform into the single objective model, design of genetic algorithm is to s solve converted two-stage model. In this paper,40earthquakes in the past fifty years in Yun Nan is treated an example, it is used to validate the model and the algorithm.In pre-disaster planning,we hope vulnerable nodes with high protection, while in the material transport we will avoid the high vulnerability of the connection. The problem is analysed from a global perspective by Scenario analysis.
