The public institutions is a main carrier in the provision of public services in economic and social development, is an important force in China’s socialist modernization drive. Since the reform and opening up, especially the16th National Congress of the Communist Party of China, all localities and departments to actively explore the reform of institutions, innovative institutional mechanisms and institutions, and steadily promote education, science and technology, culture, health and other industry restructuring, accumulated useful experience, made significant results, which laid a foundation for further reform.The staff quotas is the form of structure expression of Public Institutions. Rational structural establishment and job placement is the basic assurance of developing. At present, literature and exploration for the Public Institutions’Staff Quotas is very little. This article from the agency and staff Quotas administration process of Jianping public institution’s actual problems, analyzing problems causes and put forward the countermeasures, hoping for Jianping public institutions’ establishments of a relatively clear direction, and promote the reform process.This articl uses such a research idea:Clear the research connotation of public institutions’establishment and quotas of, summary the historical development of Jianping public institutions’establishment and quotas, and analyzes the main problems existing and problem causes. It is even research the main factors which influence the Public Institutions’staff quotas,build the future system framework, and finally, the implementation of the measures are put forward.
