The e-government construction of Yunnan Province began in2002. Started from scratch, the province has built a unified e-government network, a key management center, a digital certificate authentication center, an official website, a dataset storage and many other e-government infrastructure in the past decade. These accomplishments have provided strong support for all levels of government departments to carry out a variety of e-government applications. The number of e-government applications in all departments of the province now exceeds500, and there are over600public services included in the official portal of the province government. Although the e-govemment has achieved some success, we realize that there are many problems in the building process of the e-government of Yunnan such as inadequate disclosure of government information, serious information separation, difficulties in data sharing and business collaboration, repeated construction, maintenance of light infrastructure applications and so on. These problems indicate that ecological imbalance might occur in the e-government system, and the development of e-government might have deviated from the trajectory of a normal ecological environment. Therefore, in order to make the e-government in Yunnan Province more effective both within government and outside of government for public usage, we need to introduce new technologies and establish a good ecological environment for e-government through a systematic point of view. In this way we can ensure the ecological balance of the e-government system.This paper brings the concept of "Ecology" into the e-government system, and analyzes the phenomenon and cause of the ecological imbalance of the e-government system of Yunnan Province. This paper will start from the study of the entity of the ecological e-government system and its external environment, followed by the study of the benefits of introducing cloud computing to the system. The entity being analyzed includes the e-government service provider to both government and public, and the environment includes technological, economic, political and social environment. The study confirms the leading position of the e-government cloud computing technology, and focuses primarily on the effects to the ecological balance of the administrative platform, the sources of information, and the service platforms brought by the construction of the e-government cloud services. This paper will also study the solutions to the ecological imbalance of the e-government using the cloud computing technology. The solutions will help establish and maintain a balance ecological environment of the e-government system in Yunnan Province.
