The Internet is one of the most powerful technologies throughout the world; there is no doubt about that. It is becoming more and more important for nearly everyone as it makes humans’ life easier and more convenient. However, the popularization and development of the Internet causes a series of social issues that cannot be ignored. The most typical social issue recently is about Network Group Events which is closely related to the Internet. During the social transformation, the development is full of vitality, but also inevitably causes a variety of contradictions and problems, especially the various forms of social conflict. A series of social conflict such as uneven benefit distribution, a growing wealth gap, an inadequate social security system, unimplemented protection for vulnerable groups, rapidly spreading through network. It is particularly noteworthy. These focal issues have struck a responsive chord in the hearts of people who are in the same social class and interest group. They come together spontaneously or in an organized way on the Internet. For any focal topics on the internet, people can clarify position, propose opinions, and express emotions by using different methods to comment online. However, the unpredictable network group event will have a negative impact on social in a short time, since the network spread information as quick as you can imagine, and the speed goes beyond compared with other media. At this stage, the frequent network group event in our social becomes a signal of social risks since it is an imperative issue that impact on the social stability. As the source of new group events, network brings unprecedented pressure to political field. Although the Chinese government attaches great importance to the network group events, since they incompletely understand the concept of network group events and improperly managed the events, this new social issue failed to be solved and even the contradiction intensified would be caused. According to it, author proposes the topics-"Countermeasure against Network Group Events". It is based on Good Governance theory which belongs to the new mode of New Public Administration. The countermeasure would be discovered by researched the definition of network group events, and then analyzed its origin and effect. Therefore, studying the countermeasure has certain theoretical and realistic meaning.In the paper, literature search and case analysis are used as research methods. The papers focus on the countermeasure against network group event and supported by the theory of Good Governance. It is divided into four parts to discuss:The first chapter is introduction of the background and importance of countermeasure against network group events. It also contains both domestic and overseas current research status, research thoughts and methods. Moreover, the study proposes the possible innovation and shortage of this countermeasure.The second chapter clarified the concept and theories. The content includes definition of the concept and character about network group event, and analysis of basic connotation and elements of the theories about good governance. It also proposes three theoretical foundations:Network Governance Theory, Political Participation Theory, and Social Conflict Theory. The explicit concept and these three theories offer basis for countermeasure against Network Group Events which is from the Perspective of Good Governance.The third chapter is the analysis of the network of mass incidents generated. Firstly, it recalled recent year’s three typical networking group events. Based on these events, the author analyzed the different types and double impacts of network group events. The general process of network group events will be recovered at this part.The final chapter explained the specific strategies for countermeasure against network group events from the perspective of good governance. The analysis from last part is used as reference. From three different positions:Internet user, government, and media, the author proposes the mechanism of governance for achieving good governance. In order to implement multi-schemes for governance, the allocation of responsibility and the cooperation for these three positions are necessary.
