Study On The Problems Of Rural Grassroots Cadres During Practicing The Mass Line Since The18th CPC National Congress

The mass line has always been the lifeblood and the ultimate work line of the ChineseCommunist Party. Mao Zedong formed the mass line thought with Chinese characteristicsafter absorbing the mass viewpoint of Maxism and generations of leaders in China haveattached great importance to the inheritance and development of the mass line thought.Always adhering to the mass line thought is not only a powerful guarantee for pure cadreteam construction in our country, but also the powerful weapon of improving the relationshipbetween cadres and the masses and enhancing the cohesion.Rural grassroots cadres is an important part of the cadre team of the Party and country,the main force to maintain grassroots stability and organizers and managers of rural economy,politics, culture and social activities. They are mainly responsible for contacting, uniting andorganizing the masses directly and taking the important responsibility to implement theParty’s various policies and regulations to the grassroots. Due to the special nature of ruralgrassroots cadres’ work, they have close contact with the masses. But also because of thisparticularity, in the process of work, rural grassroots cadres are more likely to be relaxed andisolated from the masses. Since the Third Plenary Session of the Eleventh CentralCommittee of the Chinese Communist Party, the socialist modernization has entered into anew stage. With the rapid development of China’s economy, the development of a newsocialist countryside in China also proposed new requirements. The grassroots are eager totake leadership and desire for more supervision of rural grassroots cadres. Rural grassrootscadres are the main forces of new socialist countryside, and they are not only massive andwidely distributed, but also irreplaceable. Therefore, under the new situation, strengtheningthe practice of Party’s mass line by rural grassroots cadres and developing the role of goodties by rural grassroots cadres are of great significance in terms of consolidating the Party’sruling status, practicing the important thought of "Three Represents" and the ScientificOutlook on Development, establishing a good image of Party members and cadres and aclose party-masses and cadre-masses relationship.This paper is divided into four main parts: The first part is introduction. In this part, the paper mainly analyzes the basis ofselecting the topic, theoretical and practical significance and current domestic research onthe mass line and rural grassroots cadre construction and illustrates the methods andinnovative points.The second part is the introduction to the related theory of rural grassroots cadres andthe masses route. In this part, the connotation and definition of rural grassroots cadres of themass line are introduced, then the close ties between them are explained, and the necessity topractice the mass line by rural grassroots cadres is emphasized.The third part analyzes the current situation of the rural grassroots cadres duringpracticing the mass line. This part mainly summarizes the current achievements and basicexperience by rural grassroots cadres in the practice of the mass line in our country and someserious challenges as well and analyzes the reason of the problems in practicing the massline by rural grassroots.The fourth part is the rural grassroots cadres strengthen the mechanism and guarantee ofimplementing the mass line. Based on the second and third parts, this part puts forward at thegrassroots level further strengthening the feasibility of the practice of the mass line. Throughthe improvement from internal motivation to the external practice ability, the effectivenessof the mass line by rural grassroots cadres is promoted.
