Rural development bears on the overall situation of socialism in China, in order to further promote the rural reform, maintain the prosperity and development of rural socie-ty, the Central Committee decided to make great efforts to rectify the urban and rural con-struction land, and proposed to gradually realize the integration of urban and ru-ral construction land in the long term. However, in the practice process of rural land reform, this one act of the central has not achieved the desired results. Land reform is a long-term and systematic project, involve wide, involving the interests of all par-ties, so want to obtain actual effect will be slow, and gradually push forward reform. At the party’s eighteen plenary session, the central to the rural land reform made new deploy-ment, determined to gradually establish a unified urban and rural construction land market. In2015,the central first document again clearly to accelerate urban and rural resource flow,enhance the interaction between urban and rural relationship, to continue to deepen the rural reform, under certain conditions, collective land for construction will achieve the market transactions, and to actively explore the pilot reform of rural homestead. It can be seen. The integration of urban and rural construction land is a major trend of the fu-ture development of urban and rural areas, the parties need to increase its research ef-forts,the good plan to solve the difficult problem of further exploring.Through the practice of rural collective construction land experimen-tal analysis, transfer of rural construction land has made some progress, but at the same time, there are also lots of legal problems of imminent, the specific performance:Relevant laws and regulations on urban and rural construction land provisions have differences; The main body of collective land ownership of virtual property right, incomplete content; The right to use the land income distribution system, land management system is not reasona-ble and the social security system is not perfect etc. Therefore, to achieve the integration of urban and rural construction land market, must from the construction of a unified urban and rural land laws and regulations, to determine the subject of collective construction land property rights, to realize the integration of urban and rural construction land income dis-tribution mechanism, establish a standardized and orderly homestead circulation system and the integration of urban and rural social security system. To break the urban-rural con-struction land market integration disorder,to achieve the farmers land property income right and develop the rural collective economy.
