The Research Of Mass Incidents Governance In Social Conflict Theory

This article selects a hot spot——Mass incidents as the research subject. To give it a new idea based on the Social Conflict Theory, and explores the evolution of mass incidents. That will help government and related departments change traditional means and ideas, enhance work performance, make the government more effective. So that a clean and efficient government will be built and the treatment for mass incidents will be more targeted. In addition, the crux of mass incidents is expected to return to the real world. We are trying to find out the real reason behind the incident through the depth knowledge of the events, which will resolve real conflicts and coordinate social function. Then we will realize the ultimate goal of the research to making group event adequately reflects the positive features of social conflict. The research not only enriches the theoretical system of mass incidents, but also to provide a reference for the governance practice at mass incidents.The article contains four chapters. In chapter one, I make a deep knowledge of mass incidents by the Social Conflict Theory. That includes a static cognition and a dynamic cognition. And outlines the five roots of mass incidents:political root, economic root, cultural root, legal system root and the social roots. Then I analysis the feature of current mass incidents and government status, to find five problems:The governance of conflict objectives deviation, the arrangement of ideas in governance, second-order conflict and the imperfect of post-conflict disposal system. In chapter three, I discussed five reasons of problematic governance, namely five dilemmas:predicament dilemmas, institutional dilemmas, system dilemmas, mechanisms and social dilemmas. I come to my conclusion in chapter four. I argued that the suggestions of mass incidents governance enlightened by the social conflict theory, they are government’s concept of innovation, platform construction, system construction, role reversal, resources support.
