As a new administrative act, the administrative agreement is produced in the process of regional economic integration, and is widely used to handle cross-regional, cross-industry administration. This article is based on this purpose, by way of empirical studies of the current status of the Yangtze River Delta Regional Cooperation Agreement system of our country, and the use of comparative analysis, analysis of relevant systems draw on U.S. Interstate system agreements, the Spanish system and other administrative agreement, the last of China’s the development and practice of administrative agreement system to offer suggestions. This paper is divided into five parts:The first part is the introduction, this paper introduces the background, status, significance, research methods, the main framework of this article, features and shortcomings.The second part is the basic theory of the administrative agreement. Introduces the concept of the theoretical basis of the administrative agreement, the type of administrative agreements and administrative agreements.The third part is the background area of administrative protocol analysis.
