Currently the rise and development of labor dispatch as a new employing labor form is based on the needs of the human resource management, the advantages of labor dispatch is to break the traditional employment methods, the implementation of human resources and social sharing, allocation of human resources through effective marketing tool to ease the contradiction between supply and demand of talent. With the reform of the personnel system, this new way of employment with its unique advantages rapidly developing. Dispatch ways to be used by more and more units, and gradually being recognized and adopted. However, labor dispatch as a new employing labor form, its mode of operation is not perceived as the most administrative units, in addition due to the limitations of traditional concepts, administrative units and even government departments have not yet recognized the advantages and the important role of labor dispatch. The labor dispatch related to the interests of the three parties:government agencies, employer staffing agencies, dispatch employees, and law in this area also need to improve. In practice there are still many unresolved problems such as equity allocation and dispatch workers rights protection. So in my opinion,with the labor dispatch extensively used in the administrative unit of the Hubei province, I believe that this new way of labor and management models for analysis and research is essential.In this paper, combine theoretical research and practical investigation, analyze the relevant concepts and theories of MPA and explain the way of features labor dispatch. By researching how to targeted dispatch employees, employers, government agencies functions in promoting the development of labor dispatch, analyze the status of labor dispatch in Hubei Province, and analyzes the existing problems from dispatch employees, government agencies, employer staffing agencies and government management. Summed up the few outstanding problems that exist in Hubei Province, and with theoretical research and practical experience together to solve problems, and ultimately to promote labor dispatch development in a healthy, legal, normative way.
