Study On Improve The Risk Assessment Of Social Stability For Important Decision In Dinghai District Zhoushan

In recent years, in order to prevent and reduce the social safety hazards from the source, change "passive security and stability" into "take the initiative to create peace", around the country began a series of positive and useful exploration to establish the risk assessment of social stability for important decision mechanism in succession. The report of the communist party’s18th, also proposed " to establish the risk assessment of social stability for important decision mechanism". Through establishing of "stability assessment" mechanism, in advance to assess social risk before making important decisions, have a positive effect for scientific decision-making, reduce disputes, reduce the occurrence of mass incidents.By using the method of the public administration science, this thesis studies on the risk assessment of social stability for important decision in Dinghai District of Zhoushan, Zhejiang Province. According to the theory of public management, by comparing the experience of assessment of stability in domestic with foreign, this thesis puts toward suggestions about how to improve the risk assessment of social stability for important decision. This thesis can be divided into five chapters. The first chapter introduction, expounds the background and significance, and by reading a lot of literature of risk assessment, induces the research status of risk assessment at home and abroad, introduces the research ideas and methods. The second chapter defines the concept, describes the basic theory of the risk management theory, the risk social theory, and the new public service theory. The third chapter studies on the risk assessment of social stability for important decision in Dinghai District in recent years, reviews the background and process of the formation and the basic approach.thoroughly, analyzes the typical case, the characteristics and effectiveness, discusses the existing problems and causes of assessment of stability mechanism in Dinghai District. The fourth chapter studies on the experiences and practices of risk assessment of domestic and foreign. The fifth chapter studies on how to improve the risk assessment of social stability for important decision in Dinghai District, and put forward three suggestions in deepening the assessment understanding, standardizing the assessment process, and improving the assessment system.
