A Study Of Folk Organizations In Community

Along with the advancement of urbanization, community has become the main form ofthe grass-roots governance in modern society. Community construction is not mature,however,it only has the form of“community”,which in essence is still the management of governmentand residents’ committees, rather than the management of residents. In a true community,eachaspect of affairs in community should be managed by residents,including decision-making,execution, supervision and so on.Community organizations, therefore, should be the coreforce of the community governance,only in this way can truly achieve the good governance ofmodern community.Community organization is studied in this article from aspects of thecommunity civil organization’s historical origin, realistic development space, function, valueand development progress.In terms of historical origin,the source of the community civil organization can be foundin the history of foreign and domestic. In the development of western society, from the ancientGreek city-states to modern democracy, the spirit of autonomy is in one continuous line. Evenin the middle ages, there is also a pure city autonomous organization: the Hanseatic league.InChina’s history, autonomous social grassroots governance was main way all thetime,“Emperor power never interfere the rural areas”,thus the maintenance of primary orderrely on conventions. This convincingly shows autonomous gene in Chinese traditional cultureand cultural factors in the development of the non-governmental organizations in our country.In aspect of developing space, the contradiction between rational modern society andcharacter of community make the development for folk organizations.Community civilorganizations are able to give full play to the power of social resources,to solve communityproblems multi-dimensionally, and to make up for the inadequacy of rational thinking.Inaspect of function, community civil organizations have played an important role in improvingthe community governance, the community public service, community dispute resolution, andfostering identity and public spirit in community.In macro point of view, the community civilorganizations are able to promote the development of civil society in community and improvethe stability of social structure. In terms of value, community civil organizations are able toresolve the conflict between freedom and order,to imply the abstract right in specificpractice,and to combine civil character with traditional culture.Further development ofcommunity organizations need to change from three aspects:first, to strengthen thecooperation with government and society;second, to improve the internal governancestructure of themself;third, strengthen the construction of legal system.
