According to the Instruction of "the CPC Central Committee and State Councilpromotes the reform of public institutions classified guidance" in2011, taking publicinstitution’s future development and the research’s content of this paper intoconsideration, this paper refers to the public institutions meaning those engaged inpublic service.The word of Chinese public institutions is unique, but the academic circles havecommon understanding. Although the word of official corruption has not definedclearly in the academic circles, Citizen also pay attention to the development ofofficial corruption.It should be said that the practical significance is far greater thanthe academic significance. With the opening and reform, the reform of publicinstitutions has been put on the schedule, but it is facing the complicated relationsbetween government and dealing with it difficultly.At the same time, anti-corruptionefforts continue to increase generally in recent years, but the official corruption is notoptimistic. Therefore, the research contents of this paper has certain theoreticalsignificance and the practical significance.This paper based on the rent-seeking theory, the principal-agent theory, thetheory of administrative exchange excavates the official corruption’s influentialfactors.The official corruption’s influential factors mainly can be divided into fivecategories:rational economic man, the independence of the institutions, informationasymmetry in public management, the discretion of the competent department, theloopholes in the public institutions’system. Combining the relationship betweeninfluential factors,this paper analyses the deviate path of official corruption, sums theinfluential factors of five categories up as corruption’s intent (including target’sintention and implementative demand),corruption’s ability, corruption’sopportunity.This paper extracts three main factors by the exploratory factor analysis inthe empirical part,which is the corruption’s intention (target’s intention), corruption’spressure (implementative demand), corruption’s ability (corruption’s ability andcorruption’s opportunity),those is consistent with the theoretical part. On the basis ofit, this paper put forward exchanging " corruption’s intention " to "control’s power"," corruption’s pressure " to "the control’s ability","corruption’s ability" to "control’srelay",which can prevent the official corruption of public and institutions.By means of analysis software SPSS17.0, the main conclusions of this paper are:(1) the existence of corruption of public officials and institutions is universal generally.In a survey of industry, high comprehensive factor score are medical and scientificresearch class in the industry.(2) the influential degree of the official corruption isdifferent by the Pearson correlation coefficient,it congsides:corruption’spressure>corruption’s intention>corruption’s ability generally.(3)the score of thedependence of implementation,the dependence of assessment and the dependence ofpersonnel are higher,meaning the official corruption prevention of public institutionsmust pay attention to the relations between politics and public institutions, and changethe independent situation of public institutions. Three factors and causes of corruptionare linear correlation,regression equation is:Y=0.333*X1+0.333*X2+0.333*X3.(4)the government’s regulation in a higher degree deteriorates the official corruption ofpublic institutions to a certain extent, but the judicial supervision failed to control theofficial corruption.The innovational points of this paper mainly includes:(1) with the study on themutual relationship between the various factors, this paper presents the behaviordeviate path of official corruption, and combine them together.(2) considering thepolitical relationship as official corruption entry point of research, the perspectiverelatively new, which is ignored by domestic and foreign scholars frequently. |
