The use of public management knowledge were evaluated, and put forward the corresponding policy recommendations.Through the study found that, Jinzhou New District volunteer work there are activities form than content, guiding the government of volunteer service organizations, volunteer service activities fund management chaotic and so on questions, by employing the theory of public management, in three aspects and puts forward the policy recommendations. One is that government should strengthen the system guarantee to the voluntary service, to provide basic security system but also to strengthen the training of volunteers for the volunteers; two is to strengthen supervision of volunteer service organizations, including the external supervision of the government to the volunteer service organization’s internal supervision and social media, the volunteer organization; three is to improve the the incentive mechanism of volunteer service.In this paper, development around the Dalian New District of Jinzhou city volunteer service, through the discussion of the factors which restrict the development of voluntary service, explore Jinzhou District volunteer service management solutions, to provide reference for government decision-making, and create a better environment for the development of volunteer service, promote voluntary service on the road to healthy development.
