The Logic Of Rural Governance Practice

Practice of rural governance of the earthquake and fire reconstruction in the Temple Town in North Sichuan is chose to be the case in this paper. Collecting materials through field work while analyzing it by empirical research, we can conclude the interactive participation of the governance subjects and realize the new features of the govern progress. Meanwhile, strategies, mechanisms and logic of the govern progress are the core of this paper.The rural structure and inner relationship are the social basis and value basis of the practice. Through reviewing theories and confirming facts, we can summarize that at present the rural social structure can be concluded as network structure of, while power structure can be concluded as power structure of interests. Both of them are the fundamental structures in practice of rural governance.In the practice of rural governance, govern subjects faced some difficulties such as how to solve the problem well and legally in reconstructed progress. In earthquake reconstruction, we can realize that the village committee always solve the conventional problems by using routine administrative means, while dealing with the unexpected problems, they chose to avoid them because it may caused by their intervention when sharing the interests. On the other side, the village committee accustomed to solve some unexpected problems by using their power, including provide villagers public goods while be consistency with the superior government’s demands of interest and compare to the negative previous town government in order to prove themselves.In the practice of rural governance, there are mechanisms of integration and division. Town government used the mechanism of integration to improve the organized degree of villagers so that they can avoid the disagreements on sharing the interests between the villagers and town government. But, the result did not satisfy the government because of some unexpected problems. While in fire reconstruction, town government used the mechanism of division to make sure villagers being under control so that they can build their home in order. Finally, the government reaches their goal by using the two mechanisms.In sum, the logic of the practice of rural governance is that the govern subjects including governments and villagers overcome the structural tension of interests network of power, integrate alienation and differentiation, straighten out the chaos, disordered and coordinating interests, build rural order, and finally achieve the balance between and order in this interaction.
