| Super-Ministry System is Abbreviation of large Ministry structures combination. Itrefers that basing on the similar functions and business scope, thegovernment integrated the concentrated departments with relative functions andmanagement to combine super department--govern organization system. The purpose ofsuper ministry is enhancing the efficiency of government operations. The functions ofgovernment is divided into three parts. One is decision and the formulation of rules andorders.Second is supervisor and inspect. Last is implement. The statement of this paperis comprehensive law enforcement on the sight of super-Ministry system. It include intoimplement of govern functions. At the end of2009Ys, It started implementingsuper-Ministry system reforming in Guangdong province Foshan City Shunde distirct.Originally enviroment preventing bureau,urban management and administrative lawenforcement bureau,traffic&transportation bureau(port and channel managementbureau)without the function of traffic construction and public utility bureau weremerged into environment,transportation and urban management bureau. Origianllyenvironment preventing, urban comprehensive management, traffic and water resourceadministration law enforcement was combined and established super traffic&environment and urban management comprehensive law enforcement.The author is doing further survey and research about the new bureau from thedistrict government to the town(sub-district).The content includes the quatity of lawenforment officers,the division of personel and the equipment of law enforcement. Afterthe super-Ministry system reforming,comprehensive encounter the frustrations.Theproblem is that: first the quatity of law enforment officers and equiment can’t meet thedemand daily.Second the potence and liability is mixed unclear, function is not distinct and division of personal is not definite.Last district government don’t release potenceenough.Basic level government have difficulty. There is lacking in daily and concentratelegal traIning. The enforcement of law officer is lacking in professional knowledge andcohesion. The data between office procedure of law enforcement and electric operateadministration can’t be joined together. Officers can’t share the procedure forum, it pulldown t efficiency of working.The author analyses the reason of frustration from six parts and takecountermeasures optimizations basic on new public management theory,HolisticGovernance and administrative ecological theory. First setting the authority of legal andlaws. Second be scientific and sensitive to divide the liability of supervisor andmanagement.Third: be Scientific to release the fuction of law enforcement.Forth:enhance the training of legal and law.Fifth:Raising the foundation to purchaseequipment of law enforcement.Last: realising office information procedureautomaticlly, lift the ability of supervisor.The author had talked about the excellent experience of Singapore、Hongkong andany other district ‘s law enforcement operations that be compared with Shundedistrict.The author hoped that the excellent experience can provide implication toShunde law enforcement.It concludes that the obligation couldn’t be combined together which is not in thesame scope,no intersection of fuction and it’s not scientific. For the reason ofgovern decision,it should be sensitive to divide the liability and form the single supertrafic comprehensive law enforcement,super environment law enforcement and urbancomprehensive law enforcement. Three system operates seperately. At the sametime,two level government–district and sub-district should realize self potence andliability.District department plan overall and release potence reasonably. Sub-districtdepartment should do implement and enhance efficiency. The purpose of super-Ministrysystem will be realized. |
