Research On The Behavioral Motivation Of Local Government Innovators

In recent years, the goals of economic development, political democracy and socialstability have brought serious challenges to the local governments at all levels. Underthe impact of the "reversed transmission mechanisms” of all kinds of contradictions andproblems, in the space and aperture of formal system, The local government practiceworkers try hard to solve practical problems, meet the demand of the public and realizethe regional development, utilizing political wisdom, adopting advanced ideas anddeveloping innovative means. In theory, these local government practice workers arecalled "the innovators” who are marked with rich political passion and political thoughtsand outputting innovation behaviors. Among them, the local government innovatorsconstitute the main body of this group. It is owing to the effective exertion of theirpolitical activism and political action abilities, the local development mode that localgovernment innovation as a basic way to achieve the objective of governancemodernization has been quite prevalent. However, in contrast to innovators’ keyfunction in the local government innovation, academic achievements, which speciallyfocus on the local government innovators as analysis object are very few. In author’sview, the main reason is that the individuals are influenced by their personal conditions,external environment and many other factors. Therefore, it is actually difficult to graspthe rules of Individual behaviors.In order to simplify the individual complexity, this paper just is concerned aboutthe behavioral motivation local government innovators. The concept of motivation inthe organizational behavior as a theoretical support for these following questions:Firstly, how does local government a practice worker decide to become an innovatorunder the inner or outer incentive? Secondly, what is mechanism of behavioralmotivation of local government innovators and how the behavioral motivation is formedand kept. After replying the questions above all, we have investigated the currentsituation of the innovators’ behavioral motivation in the northeast area. Meanwhile, in terms of current developmental situation and future plan, this paper provides somerelated suggestions in strengthening the behavioral motivation of the local governmentinnovators in the northeast area.Removing the introduction and conclusion, this paper is divided into four parts.The first part of this paper expounds the definition and theoretical basis of theinnovative behavioral motivation of the local government innovators. On the basis ofthe definition and theoretical basis of the local government innovators and theirinnovative behavioral motivation, this part puts forward a theoretical framework toanalyze the innovative behavioral motivation of the local government innovators.The second part of this paper discusses the necessity of the innovative behavioralmotivation of the local government innovators in the northeast. Through combing thesituation of local government innovation in the northeast, this part demonstrates thatinnovators’ behavior motivation is important for the local government innovation in thenortheast, and it is necessary to improve the innovation motivation of the localgovernment innovators in the northeast.The third part of this paper summarizes the status quo of the innovation motivationof the local government innovators in the northeast. In this part, based on the empiricalinvestigation of the innovative behavioral motivation of the local governmentinnovators in the northeast, which is applied to innovators and government practiceworkers, the author analyzes and induces internal mechanism of the innovationmotivation of the local government innovators in the northeast.The fourth part of this paper points out the primary cause of mechanism of theformation of the innovative behavioral motivation of the local government innovators inthe northeast, and puts forward countermeasure and suggestion. In this part, the authoranalyses the causes of mechanism of the formation of the innovation motivation of thelocal government innovators in the northeast in detail, and provides some suggestions toenhance the innovation motivation of the local government innovators in the northeast.
