The Current Study Of The Problem Of Rural Left-behind Elderly Care Services In China

Decisions on Several Major Issues about Comprehensively Deepen Reform, which made by the third plenary session of the18th, points out that we should deal with the ageing population problem actively, and to accelerate the establishment of a social endowment service system; to develop elderly service industries; and to improve the rural left-behind children, women, the elderly care service system"(China Jing Ji Wang on November18,2013). Since the1980s, China entered a stage of rapid industrialization and urbanization. A large-scale rural labor force flows to cities, while the group "rural left-behind elderly people" emerges. As the speeding up of industrialization and urbanization, the group continues to increase. According to the Report on the Development of Chinese Aging Cause (2013) published by Chinese academy of social sciences, at present, the amount of Chinese rural left-behind elderly people has reached about50million. Among the elder, ill and disable people, the problems on production and living, daily care and nursing, mental and psychological health are very serious. Lots of them are not only burden, low income, also have problems on life care, medical and retirement guarantee. At the same time, the elderly social management has defects which are vulnerable to illegal organizations. This becomes a bad factor affecting social harmony and stability. How to strengthen the care services of rural left-behind elderly people is an important issue for the social development and progress.This paper transport theory with practice and literature research methods, this paper explores and researches on the issue of the care services to Chinese rural left-behind elder people based on their living problems and urgent needs. This paper argues that: strengthening rural left-behind elderly care services, is the inevitable requirement of in-depth practicing the central spirit of "people-oriented". It will be beneficial to improving the living quality of rural let-behind elder people, promoting the harmony and stability of the rural society and increasing people’s sense of happiness. At present, due to the grassroots leaders lacking of understanding of the rural left-behind elderly care services, sound and unreasonable service system, lacking of service environment, sole service content and low service effectiveness, etc., there are lots of problems of left-behind elderly in rural area, such as the economic burden, survival difficult, psychological problems, and endowment quality problems. The problems must solved by improving rural left-behind elderly care services ideological understanding, enlarging care service content, constructing perfect care service system, improving the care service mechanism, building the social humanistic care environment and enhancing the efficiency in rural left-behind elderly care services.To perfect the rural left-behind elderly care service system and mechanism and improve the quality and level of rural left-behind elderly care service will solve the survival problem of rural left-behind elder people, giving the rural migrant workers no trouble back at home to put more energy into the social construction. This is not only relating to build a new socialist countryside, but also a matter of social harmony and stability, and a matter of building a completely socialist well-off society.
