Research On Chinese Local Government Website Information Disclosure Issues

Living in a fast-growing network of the information age, we are affected by the information at all times. Government website information disclosure has come into being from the construction of e-government in our country. As captain of the country, government holds a great deal of information legally. In order to improve the government management ability, enhance the transparency of government work, guarantee the service quality of government, government website information disclosure has become a main channel for government and social information communication. Establish a platform of Government information disclosure that on the basis of "policy guidance","administrative services" and "Government-civilian interaction" has become an important task of China’s provinces.This paper takes six provincial government websites as a sample, which the regional central cities are in, such as Sichuan Province, Guangdong Province, Hubei Province, Shanxi Province, Jiangsu province and Liaoning Province, from four aspects of the publicity of the Government affairs, the Enterprise and institution, the people’s livelihood and the interactive supervision, and combined with the results of the government website performance evaluation report to analyze the status of local government information disclosure in China and found the following issues. First, the page of the government website information disclosure updates slowly. Second, the government website information disclosure is more important than form. Third, lack of the interaction results about the government website information disclosure. Fourth, Government websites lack of real-time dynamic monitoring feedback statistics for information disclosure. Finally, there are some differences in the level of government website information disclosure in different regions. The author analyzes the reasons the reasons for government information disclosure issues, such as the differences of government website construction standards, service ability of government existence difference, differences in size and growth rate of Internet users in the provinces, the government network public opinion guiding ability difference. Learning from the government websites information disclosure’s successful experience of Korea and the United States and Canada, and on the basis of the new public service theory, E-governance theory and Information asymmetry theory, the author combines the "shared leadership model" put forward five measures to improve the government website information disclosed in China. First, promote the diversification of local government information public participation main body. Second, perfect the legal system of information disclosure in china. Third, form a unified standard for government websites. Fourth, strengthen the new technology application guidelines for citizen engagement. Fifth, set up the government information disclosure supervision mechanism.The government information publicity embodies the inner requirement of the citizen’s right to know, the right to participate and the right of supervision, at the same time, it is the development trend of modern democratic politics. On the other hand, the disclosure of Government information is the embodiment of the transformation of government functions from management to governance in our country, but also is an important means of construction sunshine government, service-oriented government and government ruled by law. In the background of information and data, local government website information disclosure in China gradually revealed a number of deficiencies. The author is devoted to study on the information disclosure of Chinese local government website in order to provide the theoretical basis and the policy guidance for promoting the construction of local government website information disclosure.
