Study On Development Countermeasures Of The Local Government Information Publicity

With the advent of the information age, along with the development of economy society, the current stage of social management and organization mode are undergoing dramatic changes. Therefore, the governments of all countries in such aspects as function, operation has a high level of requirements. The publicity of government information is not only to protect the citizen’s right to know, but also conducive to the construction of the government in sunshine and clean government. However, China’s government information publicity is still facing many challenges, and improve government information publicity system is imperative. Therefore, the government information publicity issue has become an important research topic at this stage.Nowadays, the construction of government information publicity in Dalian is still in its infancy. Therefore, Dalian city also encountered the problem in terms of government information publicity. Dalian will be profound analysis on the issue of government information publicity, this paper made by means of a questionnaire survey of the actual network research, and through the Dalian municipal government information public websites to understand the status of the Dalian Municipal Government, this paper found the Dalian municipal government information public consciousness, not standardized forms and procedures, management inadequate institutional and lack of legal regulations, imperfect supervision mechanism is not perfect, and legal remedies mechanisms of government websites is missing. This paper will draw on the domestic and foreign relatively mature theory and practice experience, on the basis of using the research methods of combination of theory and practice, comparative, enumeration the methods to carry on the analysis. To solve these problems for local government information publicity made perfect corresponding countermeasures. The content of this article will have some inspirations for the work of Dalian municipal government information publicity; to our country government information publicity work of the other cities also have certain reference value. There are five chapters in this article:Chapter One expresses the studying background, significance, review of domestic research and the innovation of the research, emphasizing the importance of open government information in society and described herein with respect to disclosure of government information innovation research government information should be disclosed in accordance with the application as part of the initiative to open government information issues; Chapter Two expresses the related concepts and the theoretical basis of government information publicity. In this paper, the theory of popular sovereignty, the right to information theory, asymmetric information theory and the theory of freedom of expression as the research foundation, stressed the importance for government information publicity; Chapter Three take Dalian City as an example, introduces the situation of government information publicity and existing problems. This paper respectively from the staff of a weak consciousness of the government information publicity, and procedure in the form of government information publicity is not standard, management system and the imperfect laws and regulations of government information disclosure problems in-depth analysis; Chapter Four expresses the time course of the domestic and overseas government information publicity and the enlightenment. This paper based on the United States, Japan, Britain, and practical course of Qingdao, reflecting the importance of improving and strengthening the legal remedy system of public participation; Chapter Five expresses the construction of government information publicity system. This paper improve the government information publicity consciousness, standardize the procedures of the government information publicity and improve the relevant legal system, strengthening the supervision work of the countermeasures, so as to achieve the purpose of perfecting the government information publicity.The innovation of this paper is to research on the publicity of government information, domestic and foreign scholars focus on theoretical research, but empirical research in concrete is relatively weak. This paper will get on specific empirical of Dalian municipal government information publicity, analysis of existing problems and the reasons, the local government information publicity proposes countermeasures. Moreover, the domestic and foreign scholars focus on the central government of the government information publicity research, the relative lack of research on local government, this article will go into details of Dalian municipal government information publicity problem, analysis the existing realistic problems in Dalian and restriction conditions, and puts forward the corresponding improvement proposals. At the same time, put forward about the publicity of government information upon application shall take measures to ensure the publicity in time, and government information belongs to all the people. Analysis of the research results have certain reference significance to other places in our country government information publicity, it will make a contribution to the development of government information publicity in our country.In this paper, there are also some limitations, due to the author academic level and able of analysis are limited, the research on the local government of Dalian municipal government may not specific enough, the author also need to upgrade to improve self-ability.
