China has entered a new historic development period after30years’ implementof reform and opening policy. The particularity of this period brings new opportunitiesand challenges to the important fields, like political stability, economic constructionand social development, which are essential to people’s livelihood and the country’sfuture. Similarly, the township society also faces the new situation and problems ofthe new development period, which is a severe challenge to the township civilservants who take the responsibility for governing and serving the social need of thelocal people, as well as realizing public interests. The role that township civil servantsuse discretionary power to distribute interests has long challenged the administrativemorality of township civil servants, for the existence of the unreasonable phenomenonin the period of social distribution of the reform bonus caused by the more furtherreform and the backward of the institution. The academic circles identify with theadaptability and the effectiveness of constructing administrative morality of townshipcivil servants to solve the problems mentioned before. This thesis finds thatinstitutionalization is the fastest and most effective route to realize administrativemorality construction of township civil servants, and at the same time, this thesis putsforward the goals, the principles and the implement tactics of administrative moralityinstitutionalization of township civil servants.Removing the introduction and conclusion, this paper is divided into four parts.The first part of this paper puts forward the definition and theoretical basis ofadministrative morality institutionalization of township civil servants.in this part, theconcept of civil servant’s administrative morality and its institutional theory areexplored in depth. At the same time, in order to analyze the problem of administrativemorality institutionalization of township civil servants, this paper provides theoreticalbasis and analysis framework, from the theory of administrative ethics, and public service theory and incentive theory of three basic theory perspectives.The second part of this paper summarizes the status quo of administrativemorality institutionalization of township civil servants. This part aimed at the basiccharacteristics of the new period and its impact on administrative moralityinstitutionalization of township civil servants in dimensional analysis. Basing on that,this part comprehensive summaries and is sure the achievements of administrativemorality institutionalization. At the same time, this part Pointes out problems ofadministrative morality institutionalization of township civil servants in the newperiod, and expounds the necessity of administrative morality institutionalization oftownship civil servants in the new period.The third part puts forward countermeasures and suggestions of administrativemorality institutionalization of township civil servants. According to the plight of thevillages and towns public administrative ethics institutionalized in the new period,this part puts forward objectives, principles and implementation strategy ofadministrative morality institutionalization of township civil servants.
