Security Measures System plays an active role in the defense to community and crime prevention. In our country Security Measures System has not been established, on the one hand there is a dispute on the definition and nature of the system; but the more important reason is that the core of the system-dangerousness is controversial, especially the criterion of the dangerousness. There are too many views to the criterion.Dangerousness exists controversy since it was proposed, whether the dangerousness can be assessed or not and how to assess the behavior of people are the focus of dangerousness scholars’ debate. I agree on the establishment of Security Measures System, on the basis of relevant article:firstly, define the security system of punishment, and secondly put forward their views to the related issues on the basis of Security Measures system-dangerousness.In our system whether there has been establishing the security measure has many different voices, especially in front of reeducation through labor system abolished, the voice is rising. With the abolition of reeducation through labor, security system should be set down sanctions become more scholars advocate in our country. The reason why I choose this topic as a thesis design, On the one hand is in the interest of the security system of punishment, on the other hand I also hope to provide some suggestions for the establishment of Security Measures System in China.
