Research On Basic Public Services Of Local Government Performance

Currently, building a service-oriented government targets for reform of our Government, but most basic duty of Government is to improve the level of basic public services. Currently of government performance assessment system to meet reality of needs, coupled with Xinjiang is China more poverty and minority settlement area, social public increasingly growth of public service needs with public service supply shortage, and low effect between of contradictions more highlight, so paper topics "Research on basic public services of local government performance——14 prefectures in Xinjiang as an example" for research, on upgrade government service level both important of theory value, and has important of significance.Based on the 14 prefectures in Xinjiang as DMU, on the basis of combing other scholars on the study of basic public services, using DEA model and Malmquist-DEA model methods for selecting suitable for Xinjiang development evaluation of actual public service performance indicators. The results showed that 4 States, including in Urumqi Municipal DEA effective, and the remaining 10 prefectures and cities in a state of increasing returns to scale; there are 64% prefectures of technical efficiency is low, the efficiency is generally higher than in north Xinjiang Xinjiang; lagging behind economic development in regions of Ⅲ technology spread and inputs scale variability than class Ⅰand class Ⅱ. Finally, the prefectures of the problems, and proposes reform of public finance system and transformation of Government function and promoting marketization of public service and set up a unified system of public services suggestions for improving basic public services such as performance.
