Nowadays, china’s administrative examination and approval system is confronted with a series of problems. It is common to see all sorts of excessive items and non-standard procedures during the process of examination and approval, while the efficiency is extremely low. Especially for some important investment projects, which involve too many unnecessary procedures that investors are not familiar with, it may even take one or two years, severely influencing the development of the project and the economic society.The project agent mechanism means that the government sets up a specific office and arranges professional staffs to provide efficient help and service to the key projects without charge. This mechanism could make a better use of the information, resource and authority of them. It could also enhance the communication between the government and the firms.The article is based on the background of China’s AEA System. The writer makes a deep research on the local practice of project agent mechanism in Huangyan District, Taizhou City, Zhejiang Province and summarizes its aims, principles as well as achievements. Meanwhile, the writer explores the reform of AEA System and the developing direction of the government’s function based on a comparative case study. The writer suggests the government should maximize the function of AEA System, purify the power of the government, promote the institution innovation, pay attention to team building and improve the levels of the service,.etc. Furthermore, the writer discusses the feasibility of implementing this mechanism in the township and village level as well.
