Research On The Household Registration System Reform Problems Of Peasant Workers’ Citizenization

As the product of the era of social and economic transformation, in a period of time, migrant workers have made an outstanding contribution to accelerate industrial restructuring and social transformation. However, due to the long-term implementation of the urban and rural household registration system, migrant workers cannot share the same benefits with urban residents in social security, health insurance, employment, pension and many other aspects. This unfair treatment of household registration has seriously hindered the agricultural population transfer,which have slowed the process of urbanization. Therefore, the reform of the thousehold registration system to realize equal access to public service is necessary. It’s not only the need of building a harmonious society, as well as the needs of modern development and the current priority of Government work. Zhejiang always walk in the forefront of the reform of household registration system, many problems are representative, and the measures have forward-looking and reference in some degree, all these measures provide reference values to other regions. Based on the theory of Marx’s idea of peasants, and take Zhejiang as the example. The paper have a deep study on the issue of China’s household registration system reform from the perspective of peasant workers ’ citizenization, which have great theoretical and practical significance on transfer agricultural population to the public, accelerate the Equalization of basic public services and realize the migrant workers’ "public dream".This paper consists of five parts: the first part, the introduction includes research background, literature review and thesis of the innovation place;the second part,through the analysis of peasant workers ’ citizenization and the reform of census register system, summed up peasant workers ’ citizenization and the internal influence of reform of census register system;The third part, by including Zhejiang, pilot studies of the reform of the household registration system, analyze the current process of migrant workers in Zhejiang Province registered permanent residence system reform’s present situation, on that basis, summarize the problems existing in the reform of household register system in Zhejiang Province;The forth part, the household registration system management experience at home and abroad and its revelation on household registration system reform of Zhejiang Province; Part v, on the basis of previous studies, attempted to design the reform of China’s household registration system, try to itself, the reform of household registration system and the household registration system reform of household registration system of cost-sharing in three aspects, exploration of promoting the reform of census register system of peasant workers ’ citizenization and is designed to provide relevant government departments to formulate policy and provide a basis for decision making.
