The Application Of Democratic Recommendation In Official Appointment

The development of party and government officials is the priority of constructing socialist democracy. Democracy is a key approach to institutionalize political power and normalize power operation, and socialist democracy is an advanced mode of organizing a country and its political power. The democratic rights of the public should be guaranteed in different ways. Only when the essence of democracy that the people are the real master of a country is realized during official selection can socialist democracy construction be enhanced.Democratic recommendation refers to that related people are organized by party organizations to recommend someone for official selection and promotion according to relevant rules, procedures and requirements. It’s the most fundamental system adopted by parties in official selection and appointment, which greatly guarantees the rights of the public to know, to participate, to select and to supervise in the process.This paper describes the efforts in constructing the democratic recommendation system during the process of enhancing the democratic level of works related to officials. It also analyzes the current practices and problems of the system through some specific cases, thus proposing some measures to address the problems and setting the objective of improving the system.As an approach to promoting political democracy, the system ensures that the selected and then appointed officials can both meet the demands of the party and serve the interest of the public.Although the system still has many problems to address, it’s normal in the long way toward democracy which is dynamic and needs to be improved constantly.With the development of the society, the democratic awareness of the public has enhanced gradually. Although the improvement and strict implementation of democratic recommendation in the party’s work will inevitably increase the officials’ work, they will definitely reflect the public opinion instead of affecting the official’s work. The reason is that the efficiency of political work is not limited to the ratio of the efforts involved in political activities to the social and political achievements, it has more important significance,i.e. social benefits achieved by political activities with particular political purpose. Specifically, the social benefits of democratic recommendation system lies on the democratic participation of the public in official selection and appointment, and people of high awareness of democracy can in turn supervise the implementation of the system. As the level of social democracy does not depend on the democratic forms and institutions, the democratic recommendation system can play an active role in the political work only when it is carried out under the strict supervision of the public.
