Since China’s reform and opening up, China’s economy, politics and culture hasbeen greatly improved, the privatization of public utilities has also undergone asignificant change, the market economy has become an important component in thedevelopment of content. In the process of development of market economy, the privatizationof public utilities reform has become a part of market competition, through marketregulation and legal system to ensure the normal operation of public utilitiesprivatization has important significance. Among them, China’s economy in recent yearshas the rapid pace of development, however, the coordination mechanism of economicdevelopment did not obtain the corresponding results, leading to economicmanagement system is imperfect. Therefore, the privatization of public utilities, thereare many problems of development, by analyzing the basic theory of privatization ofpublic utilities, meaning reform, reform trends and social risks, explains thesignificance of privatization of public utilities.(2) analysis of the privatization of publicutilities regulation theory. Privatization of Public Utilities Regulation is significant, thegovernment needs to develop a new regulatory processes. At the same time, but thereare some problems in the development of public utilities privatization, which isproposed by the Government regulations are closely related.
