With the development of Internet technology and improvement of the New Public Service theory, The government has gradually realized the transition from management oriented government to service-oriented government, and the construction of E-government has become an important project. The Government Portal Website has become a notable representative of E-government and an important link between the government and the public with the rapid increase in the number of Internet users in China. Because of the main object of the public service of E-government is the public, the construction of government portal website must be based on public demand, and providing reliable information and useful services for users through the analysis of user needs, so that the public can obtain public services without the limitation of time and space. The focus of this study is to study factors that influence the acceptance of E-government public service from the public perspective through the public acceptance model, and put forward the corresponding improvement measures and suggestions.First of all, this paper determines the research object and overall framework of the research by summarizing the current research status and achievements of domestic and foreign scholars on the E-government public service field. In order to provide scientific theoretical basis for the research, this paper describes the connotation of e-government and public service,and public service for e-government concept, characteristics,classification, object, content structure and function, and public acceptance theory of E-government on the basis of the existing theory; Then a model of citizen’s acceptance about the local E-government public service is put forward based on the classical technology acceptance model, expected difference value model and information system Continuance model. During this hypotheses model, perceived usefulness, ease of use, security perception of trust, and public interactive participation are introduced as intrinsic factors, social influence, propaganda and training, service quality, computer self-efficacy, the quality of information sharing and trust in government are introduced as extrinsic factors; Finally, a survey about people’s acceptance of using Changde government website is conducted to verify the hypotheses model through the investigation and analysis of the questionnaire, and some suggestions are put forward to perfect the construction of E-government.The results show that, all the selected variables of this paper influence The Public Acceptance to some extent, in addition to the factors of social influence and trust in government. This results of this study have a certain guiding significance for the government to perfect the construction of E-government, improve public acceptance and the image of the government.
