A Comparative Study On The Quality Assurance Mechanism Of The Civil Servants In China And Korea Under The Perspective Of Law

Along with the change of economic and politics status, Chinese democracy and the legal system strengthen, which demands the civil servant system for a high-quality personnel training. However, our civil servant system is not perfect, compare to Korean civil servant system, we can probe into the inadequacy of Chinese civil servant system duly, in order to improve our civil servant system. Compare to Korean civil service quality guarantee system, we can make up of our shortcomings on personnel management system in employment and training system, in order to complete and develop Chinese civil servant quality guarantee system, reform Chinese civil servant system, and boost the restructuring of government.This paper contains five parts, which are introduction, the theory of civil servant quality guarantee system, the analysis of civil servant quality guarantee between China and Korea, the thinking about Chinese civil servant quality guarantee, and conclusion.The part of introduction mainly expounds the basis of civil servant quality guarantee system, the study background and purpose and the importance and urgency, pointing out the similarity of civil servant quality guarantee system.The second chapter mainly expounds the basic theory of civil servant quality guarantee system, components of civil servant quality guarantee, and the basic theory of civil servant quality guarantee. This chapter points out the conception, origin, and the characteristic of the civil servant, what’smore, it also points out the evolution, form and formation of Chinese and Korean civil service quality guarantee. Civil service personnel management is an important part of civil servant management system, and it is also the basis and core to manage civil servants. Civil servant quality guarantee means civil servant-centered, and pays full attention to the civil servant employment, training and so on, it also aims at giving full play to the initiative and creative. The transformation of government functions relies on the validity of civil service personnel management, what’s more, only on the basis of the civil servant evolution, and manage civil servant according to the feature of civil servant that government functions can take effect, and change autocratic government into service government, what we mentioned above is in order to bring economic and politic management into full play, and stimulate the development of our market economy.The third chapter introduces the comparison of civil servant employment system and training system, Chinese civil servant quality guarantee system and Korean civil servant quality guarantee system, in order to find the advances in Korean civil servant quality guarantee system and complete our civil servant quality guarantee system.The fourth chapter puts forward the demand and suggestion on civil servant quality guarantee system improvement, which means reforming our system according to the feature of civil servant quality guarantee system, and the feature of our political system and civil servant system, making our reformation not only copy Korean civil servant quality guarantee system, but also have our own feature.The fifth chapter draws a conclusion on the similarity of our civil servant quality guarantee system and Korean civil servant quality guarantee system, and introduces the features, reform features and goal of the civil servant quality guarantee system, in order to have it accord with our path of economic development, and accord with the direction and goal of our government reform, finally, making civil servant the motive power of reform.At last, this paper puts forward new wish to our civil servant quality guarantee system, which is leading civil servant system to new road, and breaking new ground for government reform.
