| The latest technological revolution, which is represented by the invention and application of electronic and information technology and initiates from 1940s or 1950s, activated the world transformation from industrial society to informational society. With the rapid development of computer technology and the widely application of network, especially the innovation of burgeoning information and communication technology, such as, mobile network, the Cloud-calculation and the Big-data, informationization has become an overwhelming trend all over the word. As city is the development center of an area, it should be the main construction area of information infrastructure construction and it should play a leading role on informationization for the whole area.Informationization has made a great influence on society development. During the process of city informationization, the used city management model and system has restrained the improvement of city management performance. Modernized, automatic and intelligent management facilities and methods are expected to be employed. Government, as the main body of social affairs management, should adjust to informationization by refreshing its management methods and service values and perfecting its system. Governmental public information service, as one of the government public service functions, gains more expectations as well. How to improve governmental public information service to satisfy people’s increasing demands on public information service during city informationization arouses widely concern, and it is also the purpose of this thesis.This thesis includes five sections. The first section presents the background of the topics, showing the origin and value of the research. Literature review is covered after that. There are three coin concepts in this thesis and they will be explained in this section. Research approaches, research innovations and difficulties are also presented in this section. The second section of the thesis mainly demonstrates the effects of city informationization on governmental public information service. It starts with the explanations of the demands on governmental public information service by city informationization, which is used to show the value of governmental public information service on city informationization development. Then the requirements of city informationization, as a new environment, on governmental public information service are analyzed, which are the changes government need to make on the goals, contents and methods of public information service. The third section is a case study of the governmental public information service improvement during the process of Ningbo’s Smart City construction. Firstly, it states the background, conditions and measures of Ningbo’s Smart City construction, and then displays the improvements of governmental public information service, include information collection methods, information service delivery methods and the level of information application popularity and equalization. The fourth section of this thesis explains the insufficiencies of governmental public information service of Ningbo’s Smart City construction based on the comparison of the requirements of city informationization on governmental public information service and the performance of Ningbo’s governmental public information service, which includes the weak initiative on information service and the shortage of standardization on government website information service and further processing on information resource. The one-stop information service platform hasn’t been put in place, which is one of the insufficiencies as well. The reasons to these insufficiencies are also explored; they are misunderstandings about public information service, imperfect system, monopolized information resource and shortage of united planning and professional talents. The last section of the thesis is about the strategies on improving governmental public information service during the process of city informationization. Government needs to take actions to improve the system, integrate information resource, increase the interactions with the public and improve officers’informationization literacy. |
