Study On The Relationship Between Urban Local Government And Community Autonomic Organizations

Along with the establishment and perfection of market economy since the reform and opening up,great changes have taken place in political and social fields. Since the national unified management pattern has been broken, social management center has been constantly shifted to the market and society, a brand new pattern of tripartite confrontation of the nation, market and society has appeared in the relation between nation and society. In this case, urban communities have become new carriers of national rights;therefore, their construction and development have become very important. Against current background of new social management pattern, namely shifting the managerial center back to the society from the government, the relationship between government and community autonomic organizations are distorted in the construction of urban community due to traditional thoughts on administrative management and the influence of the inertia model, which has greatly restricted the construction and development of our urban communities, therefore, the uncoordinated and unsmooth relationship between government and our urban communities are need to be improved urgently. As a result, the study of the relationship has become a key factor which relates to self-development of the community, as well as the effectiveness of the urban management system reform.In this thesis, the relationship between government and community autonomic organizations is regarded as the research subject: on the one hand, urban community residents have formed excessive dependence on government because of the long-term traditional top-down administrative management mode, which leads to the unbalanced relationship between government and residents in communal governance, thus hinders the construction and development of community governance; on the other hand,the introduction of governance theory, the diversity and complexity of modern city development all require a equal and interactive way which helps to realize a true sense of cooperation and mutual assistance, thus achieve the mutual governance of community affairs.In this paper, focusing on urban community governance and basing on the theories of social relations between nation and citizens, theory of governance and civil society theory, it applies the methods of literature research, historical observation and systematic analysis, and uses the historical changes in therelations between local government and communities in national urban community governance as the breakthrough point, thus to find out the ideal interactive relationship between local government and community autonomic organizations through elaborating their mutual roles and functions. Based on the systematic analysis of the problems and their reasons of the interactive relationship between current national local government and urban community autonomic organizations, this thesis proposes some constructive and practical suggestions.This thesis mainly analyses from six parts, and in the first part it generally introduced the academic and social background of this study, the research significance, research status both at home and abroad, research strategies and research methods, as well as possible innovative points. In the second part,it summaries and collates the basic conceptions of community and urban community involved in the thesis,meanwhile, it also elaborates the theories of social relations between nation and citizens, theory of governance and civil society theory, as well as their applications in urban community governance. Based on this, it further develops the detailed analysis and discussion of the main ideas.In the third part, it chronicled the historical changes of the relationship between local government and urban community autonomic organizations, for example, it expounds the situations from the planned economy period to the early period of reform and opening up, and to the exploration and development period of community system in details. Through the chronicle, it can find out the problems existing in the relationship between current local government and community autonomic organizations, as well as their historical reasons, thus to probes some suggestions on appropriate way of building good relationship between local government and community autonomic organizations in today’s national community development.In the fourth part, it points out the problems existing in the relationship between local government and community autonomic organizations through the observation, summary and analysis of each subject’s practical status. Based on the indication of these problems in last paragraph, it analyses the reasons of them in the fifth part, in hope to indicate the right direction in straightening out the relationship between current local government and community autonomic organizations. In the sixth part, based on serious reflection of the problems and the reasons, it puts forward several thinking ways of improving the relationship between current local government and community autonomic organizations, such as ideatransformation, system guarantee, government functions transformation, playing the role of community autonomy organization functions.
