A Case Study Of The Government Of Shifang City In Sichuan Province To Deal With The Mass Incidents Of The Molybdenum Copper Project

In the recent years, with the growing of citizen consciousness and the rapid development of society and economy, the mass incidents in China have grown in the number, the scale and the scope. This situation would not only affect the normal economic and social order, but also seriously endanger the public safety. The mass incidents frequent occurrence is the important expression of the various contradictions and problems in the period of our social transformation, which also is an important factor that impedes the current economic and social development, so it has become an important issue needs to be solved by governments at all levels.This paper selects occurred on July 2, 2012 in Sichuan Deyang "Shifang event" as the research object,the life cycle theory of citizen participation theory,the theory of crisis management,government responsibility as the basis,using literature analysis, case analysis,comparative analysis and other methods,the "Shifang City Hall Shifang incident" exists in the group in response to incidents of problems do the analysis.Finally,the county government in the prevention of and response to the crisis, the restoration and reconstruction of the three stages of group events strategy put forward specific opinions and suggestions.
