At present, our country civil servant at the grass-roots level has a number of more than 5 million people. This huge number of the team is the foundation of the country’s ruling. To build a qualified team of state civil servants, is the starting points and aims of national civil service system construction and reform. And also it is a basic project of the construction of Chinese civil servants.The civil servants at the grass-roots level is the most basic structure of social management. They directly work and provide service with the people. They take on the responsibility of building a unity, stable grass-roots level which leads to the final realization of national administrative power. Their service impacts administrative work in a smoothly and efficiently way or not. The profession, with the "civil service exam" this hot topic in recent years, received extensive attention of the society. More and more university graduates to become one of them, what is the status of civil servants at the grass-roots level? What is their career development? These questions are highly concerned.The author hopes that through this article research about the present situation of jianyang civil servants at the grass-roots level, so that the facts of their career can be known, and reference would be provided for graduates.In this paper, the integrated use of literature research, questionnaire investigation, comparative analysis and other methods of research.The paper,based on mainly jianyang grass-roots civil servants, reanalyzes the problems existing in the current civil servants at the grass-roots level, namely aging, the de-qualified, high turning over rate, ill appraisal personnel erosion, and backward ideas, etc. The paper compares the grass-roots civil servants development and that of the foreign enterprise employee to find out their career development is affected by internal and external factors. Combined with maslow’s hierarchy of needs, herzberg "two-factor theory", and the human resources management and development theory, this paper tries to explore the needs of civil servants at the grass-roots level of career development team construction requirements.
